Dr Rosalie Balkin will be delivering this address which will cover the progression of her career in law from her days as a lecturer at Wits University in Johannesburg, South Africa; her move to Australia in the late 1970s where she joined the academic staff at Melbourne and the New South Wales Law Schools; becoming a Public Servant and Legal Adviser to the Australian Government; representing Australia at the IMO; “crossing the floor” to join the IMO Secretariat; and her career moves following her retirement from the IMO.

In the course of her address Rosalie will provide some insights into what it is like to be both a delegate representing your country In the international sphere as well as working as an international public servant in the United Nations Framework as Director of the Legal Affairs and External Relations Division at the IMO; what happens at IMO meetings; and what are the priorities of the IMO for the next few years.  

She will also talk about her current role as Secretary-General of the Comité Maritime International, an NGO dedicated to the implementation of International Maritime Law, which has consultative status at the IMO.
